Toby S. James is Professor of Politics and Public Policy, and Head of Politics in the School of Politics, Philosophy, Language and Communication Studies at the University of East Anglia. He has held positions at the universities of Sydney, York, Swansea, Trinity College, Dublin and the John W. Kluge Center in the Library of Congress, Washington D.C. Toby’s research focuses on the administration and management of the electoral process, the policy process and political leadership. He has had articles published in leading international journals and is the author or co-editor of four books: Elite Statecraft and Election Administration (Palgrave, 2012), co-editor of British Labour Leaders and British Conservative Leaders (both Biteback, 2015) and Comparative Electoral Management (Routledge, 2020).

Holly Ann Garnett is an Assistant Professor of Political Science at the Royal Military College of Canada, and cross-appointed faculty at Queen’s University, in Kingston, Ontario, Canada. Her research examines how electoral integrity can be strengthened throughout the electoral cycle, including electoral management, registration and voting procedures, election technology and cyber-security, civic literacy and campaign finance. Holly Ann was an Endeavour Research Fellow at The Australian National University (2017), a visiting fellow at the Åbo Akademi, Finland (2017), a visiting researcher at the University of Sydney (2014), and a Killam Fellow at Cornell University (2009).

Leontine Loeber studied law and has worked as a legislative lawyer at the Ministry of the Interior and Kingdom Relations of the Netherlands. In this capacity she was responsible for drafting changes in the Election Law. After this, she worked at the Dutch Electoral Council, where among other tasks, she was involved with organizing elections. During this period, the Netherlands switched from e-voting to paper ballot voting. Currently Leontine works at the Council of State as a legislative lawyer. She has obtained a master in Political Science at the University of Leiden and has published articles on e-voting in the Netherlands and voter trust. Currently, she is pursuing a PhD at the University of East Anglia on the topic of election fraud.

David Carroll leads the Carter Center's initiative on developing standards and best practices in international election observation. He has managed or participated in more than 70 Carter Center projects to strengthen democracy and electoral processes around the globe in Latin America, Africa, Asia, and the Middle East. He received his Ph.D. in international relations from the University of South Carolina, has published articles and book chapters on development and democratization, and has taught at the University of South Carolina, Georgia State University, and Sewanee - the University of the South.

Pippa Norris is a comparative political scientist who has taught at Harvard for more than a quarter century. She is the Paul F. McGuire Lecturer in Comparative Politics at the John F. Kennedy School of Government, Harvard University, and Director of the Electoral Integrity Project, the Global Party Survey, and Co-Director of the TrustGov Project. Her research compares public opinion and elections, political institutions and cultures, gender politics, and political communications in many countries worldwide. She is ranked the 5th most cited political scientist worldwide, according to Google scholar.

Pearce Laanela has a background working with elections on the field, headquarters and policy levels. She served as a founding staff member at International IDEA and as Assistant Director for the Democracy Program at The Carter Center. Through work with IFES, UNDP and IDEA, Pearce Laanela has been deeply involved in the development of a variety of seminal publications, networks, databases and training curriculum on electoral administration, including the ACE Electoral Knowledge Network and the BRIDGE course package. Prior to working at IDEA she served in 1994 through UNDP, for the National Electoral Commission in Mozambique organising the first post-war elections, and in Cambodia in 1992-93 as a District Electoral Supervisor for the UN sponsored first multi-party election.

Gabriela Tarouco is a professor of the Department of Political Science at Universidade Federal de Pernambuco, Brazil. Her research focuses on electoral governance and party systems in Latin America. She holds a PhD in Political Science from IUPERJ – Instituto Universitário de Pesquisas do Rio de Janeiro, Brazil. She has been a visiting scholar at Kellogg Institute in 2005/2006 and also at University of Pittsburgh in 2014. Her articles have appeared in Election Law Journal and in some Brazilian journals like Brazilian Political Science Review.

Shahabuddin Yaqoob Quraishi is an Indian civil servant who served as 17th Chief Election Commissioner (CEC) of India. He has also served as a Secretary in the Ministry of Youth Affairs and Sports. He has authored a book titled "An Undocumented Wonder - the Making of the Great Indian Election", a book that describes the enormity and complexity of the Indian election and a book titled "Old Delhi- Living Traditions" a coffee table book on the heritage city and its social and cultural life. He now pursues his interests in academics by teaching & mentoring at Cluster Innovation Centre, University of Delhi in the capacity of Honorary Professor at the centre.[14] He is also a current member of the International Elections Advisory Council.

Chad Vickery, vice president of global strategy and technical leadership at the International Foundation for Electoral Systems (IFES), has extensive legal and international election administration experience with an emphasis on strengthening democracy and governance in transitioning societies. He manages IFES’ global applied research, technical leadership and strategic innovations initiatives. He specializes in designing and managing electoral integrity initiatives; election complaint adjudication programs; providing comparative legal analysis; working on elections; and rule of law programs throughout South Asia, Southeast Asia, Eurasia and the Middle East.
